Baggage rules for skis

I have a ski trip in December using Delta. Delta has the one bag rule now.

For Skis, there rules state:

"Ski or Snowboard Equipment: One item of ski or snowboard equipment is 
accepted as part of your free checked baggage allowance.

One item of ski or snowboard equipment is defined as:

One ski/pole bag or one snowboard bag, and
One boot bag
The combined weight of the ski/snowboard bag and the boot bag may not
exceed 
50lbs or excess baggage charges will apply. The maximum outside linear 
dimensions may exceed 80 inches, and no excess size charges apply."

Does anyone know when they say "is accepted as *part* of", does that mean 
that I am allowed to check 1 bag (non ski related), plus one ski bag plus 
the boot bag all for my free allowance?
