All depends on your country. If the US, no, in many other countries,
it's fairly likely to come under some ultralight (microlight) rule.
In NZ land microlight is 2 set max, MAUW 540kg, max stall (landing
config) 45 knot, this aircraft as spec'd on the site comes in under
those by a country mile.
