Looks to me like another Nostalgair/Preceptor N-3 Pup clone.  It is 
possible to make them legal ultralights, but I doubt if anyone ever has. 
  Mine is 299lbs with half VW (Global) engine.  I have a Preceptor Yahoo 
group if you're interested.
